With extreme difficulty. It can be done provided that the computer has not had much disk activity since the file was deleted and overwritten. Auditing software in particular provides this functionality but it also very expensive.

The data can be recovered by using a technique for reading small spike differences in the magnetic 1's and 0's recorded on the disk. A small spike or voltage difference means that the spot on the disk was likely to have been a 0 previously. A higher spike or magnetic difference means that the spot on the disk was likely to have been a 1 previously. This is hampered by two things though, a) the file system used on the disk could be security protected (NTFS) so a program might not be able to access the disk directly, and b) a program would have to contend with the varying voltages that the hard disk applies to increase/decrease sensitivity when reading.

In short, you're going to have trouble recovering the file and it may be easier to simply get it from the original source.
